N.G. Kaul — Background
N.G. Kaul, an engineer who emigrated from India, built a notable career in public service and exemplified the American ideal of opportunity realized. He served first for New York City and later for the New York State Department of Environmental Conservation, ultimately becoming Director of the Division of Water in 1992. After retiring in 2002, he was named to lead the USEPA initiative to carry out dredging of PCB-contaminated sediments in the Hudson River. He passed away in February 2004.
About the N.G. Kaul Memorial Scholarship
The N.G. Kaul Memorial Scholarship Fund awards scholarships of up to $5,000 to students enrolled in graduate or doctoral programs in environmental engineering, civil engineering, or environmental science with a focus on water quality. Candidates should demonstrate a clear interest in pursuing government service.

Required application materials
Applicants must submit all of the following:
- Completed scholarship application form
- Two essays (refer to page 2 of the PDF form); essays must be typed
- At least two letters of recommendation
- Official academic transcript
- Current resume or curriculum vitae
Selection criteria
Awards are granted by evaluating the following factors:
1. Interest in Government Service (essay) — Evidence of a commitment to a career in government employment
2. Career Objective (essay) — How closely the applicant’s career goals align with water-quality related work in the environmental field
3. Academic Potential — Grade point average and rigor of coursework
4. Extracurricular and Professional Activities — Involvement and leadership in organizations or programs
5. Character — Demonstrated integrity, citizenship, and good moral character
