Clair A. Hill Scholarship Program

Introduction
The Association of California Water Agencies (ACWA) launched its scholarship program in 1961 to encourage students committed to protecting California’s water resources through effective management practices. ACWA continues that tradition and is offering several academic scholarships this year, including the Clair A. Hill Scholarship. Each academic year, the winner of ACWA’s Clair A. Hill Agency Award (a member recognition program) designates one Clair A. Hill Scholarship of $5,000 for a qualified student. This scholarship is sponsored by Jacobs.
Important before applying
Carefully read the Clair A. Hill Scholarship requirements below before completing your application. Applicants who fail to meet the minimum eligibility criteria will not be considered. APPLICATIONS MUST BE SUBMITTED ELECTRONICALLY BY MARCH 1 OF EACH YEAR.
Eligibility
To be considered, applicants must meet all of the following at the time of application and for the academic year covered by the scholarship:
- Be a resident of California.
- Be enrolled at the start of the academic year at an accredited public or private college in California.
- Be pursuing an undergraduate degree in a water-resources-related field such as engineering; agricultural and/or urban water supply; environmental studies; or public administration.
- Be at least a junior during the academic year covered by the scholarship.
- Commit to full‑time enrollment for the entire academic year (minimum 12 semester units or 16 quarter units).
Required application materials
Submit the following items electronically by the March 1 deadline:
- A written response to the specified essay prompt (maximum 1,000 words).
- Official transcripts from each college you have attended (photocopied or scanned official transcripts are acceptable; do not submit printed class schedules).
- Two to three current letters of recommendation (minimum two, maximum three). At least one letter must be from a college professor or a current/former employer and must be on business letterhead.
Selection criteria
Scholarship recipients are selected based on:
- Academic performance;
- Demonstrated commitment and motivation toward a career in water-resources management;
- Strength and clarity of the essay; and
- The applicant’s commitment to maintain full-time enrollment for the scholarship year.
Award disbursement and use
Scholarship funds are paid directly to the awarded student’s college. The $5,000 scholarship is issued as a single payment to the institution’s Financial Aid Office and must be applied to the recipient’s tuition and fees. Funds will not be released directly to the student or used for other purposes. If a recipient does not comply with the scholarship’s terms, the award may be revoked.
